Duties

Help

- Manages agency operations and the enterprise-wide implementation of IT-related architecture, procedures, policies, and customer-focused business solutions. Serves as a Contracting Officer Representative on IT contracts.
- Ensures agency-wide information resources, strategies and planning are aligned with federal and agency requirements, and well-integrated into associated management and business processes.
- Participates in the development, documentation, and review of long and short-range IT plans, resource projections, priorities, justifications, etc. Supervises staff and contractors.
- Oversees the compliance with enterprise technology standards, governance processes and performance metrics to ensure IT delivers value to the agency.
- Initiates, develops, and evaluates the cyber security program of the IAF, including the implementation of security programs designed to anticipate, assess, and minimize system vulnerabilities.
- Develops and recommends Information Resources Management policies, practices and procedures designed to improve IT program policies, practices, methods, and organizational structure.
- Interprets and assesses new laws, regulations, Executive Orders and Government-wide information security guidelines advising IAF management regarding program and budgetary impacts, implementation requirements, control techniques and compatibility with current IAF systems.

For the CIO position, you must possess IT-related experience demonstrating each of the four competencies listed below:

  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to meeting the 4 competencies listed above, in order to qualify for this GS-14 level position, your resume must clearly demonstrate that you must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-13) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of the position that may have been obtained in the private or public (local, county, state, Federal) sectors.

Specialized experience for this position includes experience in: Expert knowledge of regulatory requirements and legislation including the Clinger-Cohen Act, FISMA, Government Performance Results Act (GPRA), Office of Management and Budget (OMB) Circulars A-130 and A-11, Financial Management Regulation (FMR), - Federal Information Processing Standards (FIPS), National Institute of Standards and Technology (NIST) and other documents, standards, and guidelines related to the development, management, administration and maintenance of a secure Federal IT system in order to serve as a senior technical advisor to IAF management and to ensure the development and implementation of compliant IT policies, procedures, and systems; planning, developing, and managing agency IT functions and implementing effective enterprise architecture and governance that aligns with a federal agency's strategic plan and best practices for IT and knowledge management; experience in leading IT systems business process improvement projects from design, through contracting; experience in developing and using metrics to evaluate effectiveness of IT services, products, and projects; experience building and maintaining relationships with agency customers and inter-agency stakeholders; experience leading or supervising Federal and/or contract personnel in the provision of IT services to an organization; experience in overseeing the management of an organization's IT budget, including formulation, planning, and tracking of expenditures; and, experience in managing an effective IT security plan for an agency that has domestic and international users.

Telework Suitability:

The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment:
