Duties

Help

* Providing expert advice and counsel to IAF leadership on overall operational priorities and procedures, and leadership and oversight to agency operations
* Overseeing reimbursable shared services and inter-agency service agreements.
* As Chief Financial Officer (CFO), overseeing Agency financial management and provides analysis and advice on financial matters to IAF managers and resource administrators.
*Responsibility for internal controls, including the development, documentation, and operation of both internal processes and administrative/technical controls.
* Providing oversight for the Agency's responses to the Office of Inspector General (OIG) for FISMA, Financial and other operational-focused audits.
* Providing senior leadership and oversight to the Chief Information Officer (CIO) related to the formulation of the agency's Information Technology (IT) strategy, cyber security protection and enterprise architecture implementation.
* Serving as the Agency's senior Procurement Officer overseeing procurement activities.
* Directing the Agency's Emergency and Response planning and activities.; Managing the agency's travel and purchase card holder programs. Ensuring effective operation of Agency facility and space planning and property/equipment management programs.
* Maintaining effective liaisons with other government agencies and represents the IAF in negotiations and coordination with high-level U.S. Government representatives and officials.

Must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-14) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties the position. Specialized experience is that which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes:
Manage a variety of administrative services to include financial, information technology, acquisition and purchasing, space/facilities management and emergency planning to support organizational operations;Develop and implement recommendations on business process improvement to optimize utilization of administrative resources; Analyze organizational policies and internal controls to resolve problems and identify weaknesses and ensure corrective actions are taken; Participate in the development and implementation of strategic goals for major organizational initiatives or activities such as performance monitoring, internal controls, and analysis and evaluation of programs or mission support effectiveness; Set long range goals and objectives to guide business activities and critical support services with maximum efficiency, effectiveness and accountability; and Perform supervisory responsibilities to provide overall management of program operations.

Work involves major decisions and actions that have a direct and substantial effect on the Agency and programs managed. The work requires a high degree of analytical competency, sound judgment, and technical expertise in order to address and resolve critical, complex and sensitive issues that arise. Spanish skills preferred.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Telework Suitability:

The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment:

Selection may require completion of a 1-year probationary period.
